I would like to access the notification actions (delete, reply, open..) via the notification controls available in the LockScreen application.

Hoping the same as well! Not just in lockscreen but also in the live wallpaper and the widget version ;)
Recently saw it executed in Niagara Launcher so it should be doable.
I have similar idea as mentioned it in the below link. Maybe I used a wrong tag and now I’m not able to change it.
I think hearing from @Frank would be great.
