nc(cell) not working as expected.

I am currently using vivo Y29.

Previously, in my ASUS Zenfone, Xiaomi phone nc(cell) syntax would work perfectly. Because I use a dual SIM card phone, I always use nc(cell,NC(sdata)), which works perfectly.

In vivo, nc(cell) is not working correctly. If I turn on the SIM card, it remains OFF, when I turn on the data, it also remains OFF. It can only work correctly if I turn the airplane mode on, in which it produces AIRPLANE.

I am hoping for a fix.

This seems like a phone issue, i need to find a way to reproduce this, i do not have many devices with 2 sims and zero VIVO devices unfortunately, but wil try to see if there is anything i can double check anyway
