I bought the Pro earlier and had many wallpapers but after resetting my phone found that some best of them missing and need to buy again...

Hi Dhannu, sometimes when you reset ROM Google Play is not able to restore in app purchases properly, so, if the app does not show as PRO and you previously purchased PRO inside the app then just press "buy in app" again, it will not charge you or ask you to buy anything just enable pro. I am looking into a solution (do not buy the separate app, just press buy "in app" again).
If instead you are talking about external themes bought on the Play Store then double check you are using the same Google account you used on the purchase
