It would be great to make a layer function like a global. If you use same layer in few places (for some visual purposes, using clipping or other) you could easily change, add shapes or do whatever you want by changing only one layer. Something like components in figma.

Is this the same as z-order (placing objects behind other ones). If not, can you tell me if that is possible?
